I believe they are all from the 1980's. Selling as a set. The biggest ones are about 4.5" and these two are 'flocked'. Two that are the same are called Care Bears (Tenderheart on a Cloud) and are made of resin and Christmas ornaments released by American Greetings in 2003. It features 'Tenderheart Bear' standing on a snowy cloud base holding a candy cane. One has a mini picture frame you can put in your own photo.
