It is an antique and hand made and composed of velvet, lace, polyester, and heavy, thick taffeta.
Substantial weight! Homemade/handmade costume from long ago. There is no 'separate' waist seam (it is 8 pieces laboriously sewn together lengthwise with those many velvet sections sewn in on the bottom to make a 'full circle'.) I have measured it from the back where the 25 inch zipper is ~ 55" long. There is a 1 3/4" hem. The bottom portion is a full circle (lots of red velvet inserts put in) and the circumference is about 100". Would look great with petticoats underneath to show off the full circle! There is a lot of heavy fabric on the bottom part of this dress. Would look great as a holiday costume for men or women (it IS a large size). The last photo is just to show the sewn in six gussets/panels of red velvet, giving this gown a full circle skirt. Obviously for someone tall. It can be altered to be made smaller. The material is very thick and substantial and has a sheen to it. I think it is taffeta.
It is a heavy dress and would be warm enough to be worn in the Winter Season also.
Here are the measurements of it ~ measured lying flat.
Underarm to underarm from back: 24"
Underarm to underarm from front: 25"
Big Poof Sleeves with a 10" arm opening (I think initially there was an elastic on the bottom to make them even poof-ier)
The back top panel is 18" across from sleeve to sleeve.
There is a 24" zipper in the back and it works well.
The narrowest it is at the waist is 21" measured flat.
There are 5 red velvet panels sewn into the bottom for extra width.
Black lace around the neck and a lots of black lace around the waist.
The length measured from the underarm to the bottom hem is approximately 46".
